Dennis "Boog" Highberger was born and raised in Garnett, Kansas.
He was the 1992 winner of the graduate division of the Helen F Snyder Book Collecting Contest at the University of Kansas.
He has been a participant in the international anarchist movement of the 1980s and 1990s and the international mail art movement, as well as serving a term as mayor of Lawrence, Kansas, during which he proclaimed International Dadaism Month in 2005.
He currently serves as a state representative in the Kansas legislature. He lives in Lawrence, Kansas
